The General director of the State enterprise of Production association "Kievpribor" Alexander Osadchiy was born in 1947 and graduated from National Aviation University in Kiev, Ukraine with a degree in radio engeneering.
He began his career as a designing engineer at SE PA "Kievpribor", taking part in creation of spaceship radio line "Circumterrestrial orbit - Earth" and also earthbased test apparatus to it.
An extraordinary abilities quickly pulled him out on a leading posts in designer bureau of the production association and then to the top-management of the enterprise.
Under his guidance the enterprise occupied a deserving place not only at the spaceship control devices market but also at the market of the electric network control apparatus of major power-consuming enterprises. Devices that are developed and built by the enterprise in co-operation with the scientists from the Institute of Electrodynamic, Kiev, Ukraine are the last word of the intellectual technique in area of control of connectors.
Àlexandr Osadchiys contribution to development of highly-intellectual instrument-making for power industry is highly valued and is rewarded by the Government. He is also a recipient of an award from the "Trade and industry development support association", France, founded in 1801 by Napoleon Boanapart.
Under his guidance the enterprise successfully co-operates with the leading firms of the world - "RCC Energiya" (RUSSIAN FEDERATION), "Juzhnyi mashinostroitelnyi zavod" (Ukraine) and Russian-American company "Industrial Group of Metran".
Àlexandr Osadchiy is the Chairman of the Board of Directors of Kievs industrial enterprises and establishments.

Type of business in which you are involved

The State Enterprise a Production Association "Kievpribor" is a leading enterprise of the National Space Agency of Ukraine (NSAU) in area of designing and making of apparatus for onboard and earthbased space craft control systems. In area of space instrument-making the enterprise works more than 40 years and is the participant of realization of most space projects of former USSR and Ukraine, such as "Zenith", "Cosmos", "Luna" , "Intercosmos", "Zemlya", "Ocean", "Molniya", "Gonetc", "Foton", "Bion", "Proton", "Sich", "Soyuz-Progres-Mir", "Energiya-Buran" and international "Soyuz-Apollon"(USSR-USA), "Alpha", "Morskoi start".
Alongside with the space craft control devices, the enterprise has created a number of devices for national electrical engineering industry, such as: microprocessor devices of protection of connectors 6/10/35 kW (ÌÐÇÑ-05), energy record and connectors management devices, which can operate independently or within automated system of the control and commercial accounting of the consumed electric power (AEEMMS), and also with automated dispatcher control systems(ADCS). SE PA "Kievpribor" designs AEEMMS and ADCS systems on the base of ÌÐÇÑ-05 and "Cascade" devices, dispatcher control panels, installs them, adjusts and provides their service.
Presently the enterprise is taking part in designing of the power supply systems of starting positions of the "Alkantara" launching site in Brazil.
Devices and systems designed by the enterprise are successfully exploited on the power-capacious enterprises of mining and metallurgical industry, oil and gas delivering companies, underground power substations, business offices, hotels and tne Governmental residences.
SE PA "Kievpribor" is an up-to-date instrument engeneering production includes design bureau, technological department with the newest equipment and technologies from treatment of different materials to creation of microprocessor devices for private use, general assembling of the finished goods and their testing on its own test station with a modern equipment for conducting of mechanical, climatic and other tests.
During many years the enterprise has been being completed with a highly-professional personnel - graduating students from the best universities of Moscow, Kiev and Lvov, and now possesses the unique team of rare professionals, including technicians, workers, testers.

Basic products of enterprise:



Microprocessor devices of protection, automatics, monitoring and control of connections 6-35 kW - MPÇÑ-05 are designed for the application at step-down substations 220-35/10/6 kW.
Relay protection functions:
  • three-step maximum current protection of MPC;
  • zero sequence current ground fault protection;
  • maximum voltage protection;
  • minimum voltage protection;
Automatics functions:
  • double or single automatic reclosure;
  • breaker back-up;
  • automatic frequency load ÀFL;
  • MCP automatic acceleration of switch closing.
The device provides the monitoring of the following values:
  • three-phase or linear voltages;
  • three-phase currents;
  • zero sequence current;
  • network frequency.
Besides, the device provides the following monitoring:
in normal mode:
  • of active power;
  • of reactive power;
inemergency mode:
  • of maximum current in faulty phase;
  • of minimum voltage on faulty phase.
All the devices are certified.

"Cascade" three-phase multifunctional electric power meters
The electric power meters are designed for the application in ac three-phase electrical networks of voltage 0.4-110 êW, local and remote systems of commercial accounting of power and energy transfer in power supplying and generating companies, local and regional electric power control systems, energetic substations and electric networks control systems, at railway transport, in agriculture and communal economy, as well as in everyday life.
The meter is an intellectual multifunctional measuring instrument of a new generation, suitable for new applications and technologies, serving as an integrated unified source of an accurate and reliable measuring and notifying information on the object under control and a repeater of command information in the following control systems:
  • automated electric energy monitoring and metering systems (ÀEEMMS);
  • electric energy and heat consumption control systems;
  • automated dispatcher control systems (ÀDCS);
  • electric energy quality monitoring and control systems;
  • automatic electric drive control systems and others.
The meter measures the active energy of forward and reverse directions and the reactive energy in a four-quadrant plane in a multitariff mode with recording of the load profile in three-phase three-and four-wire electric power networks at a transformer connection.
The measuring information on parameters of operation is presented by the meter in the form of running and integral values.
The former of them:
  • effective values of phase currents and voltages;
  • active, reactive and total powers;
  • power factors of phases;
  • mains frequency
characterize the operating conditions and state of an object at a given time moment and can be used for the operational-dispatcher control of the conditions.
The latter (integral values) are avaraged values of the active, reactive and total power over a fixed time interval.
The meter's memory stores the retrospective of values of the following quantities being measured for various time periods:
  • received and delivered active energy and reactive energy in a four-quadrant plane for every of tariff zones;
  • maximum averaged active and reactive powers, date and time of their recording;
  • maximum running active power, date and time of its recording.
The meter's memory stores values of active and reactive powers of both directions, averaged over a preset interval, with a duration of storage of 15-minute values for 4 channels of not less than 80 days.
Eight discrete inputs of the meter can be programmed for performing the following functions:
  • recording of the state of the connections switching devices;
  • reception of a pulse information.
For the output of measurement results in a pulse form, control of the load and tariffs of external devices, the meter has 8 discrete outputs.
Digital interfaces RS-485 and RS-232 are used in the meter for communication and exchange of information.


"Cascade" is series of electronic electric power meters.
Electronic electric power meters "Cascade" are one-rated, direct connection meters; they are designed for the measurement of the active electric in single-phase AC networks.
Three-phase, one-rated, direct connection "Cascade" meters are destined for active energy measurement in three-phase four-wire circuits of alternating current and delivery of telemetric in information about electrical energy consumed. The counters may be used autonomously or as a part of automated control system and commercial accounting of energy used.


Dispatcher control panels. For dispatcher's services of all levels of production electric networks and for major industrial concerns SE PA "Kievpribor" may offer a dispatcher control panel that is a data display device of system of telemechanic.
Control panels's software includes a program for testing and OPC-server for docking with a telemechanic workstation software and dispatcher workstation software. Also can be developed software for dockings with any systems of telemechanic.
Control panels are made of removable elements with mnemonic charts of an object on them. The elements of the mnemochart are coloured.
Shields are designed, made and equipped with the original software.
