2002-2003 - State Secretary, Ministry of Finance of Ukraine. Responsible for organising the work of the Minister and the ministry apparat in order to ensure the execution of their relevant functions; development and implementation of budget, tax, and debt policies.
2001-2002 - First Deputy State Secretary, Ministry of Finance of Ukraine.
Responsible for organising budget policy development and state budget drafting and execution, as well as relations with local budgets. One of the authors of the Budget Code and of budget reform in Ukraine.
1996-2001 - Director of the Budget Department, Ministry of Finance of Ukraine.
