Regulatory environment

Investment attracting activities of the regional state administration

Every year complex of measures directed at fulfilling a Program of assistance in attracting investments to the region’s economy is done.

  1. A strategy of region development was created. Based on a SWOT-analysis, the priority competitive areas of economic development were determined.
  2. The regional state administration continues forming the investment image of the region through:
    • organization of meetings between entrepreneurs and potential investors through visits to the region of foreign business delegations,
    • rendering assistance to issues of representing and distributing business proposals among potential partners, in particular, at international economic forums.
  3. The process of attracting international investments to the economy of the region was analyzed. The conclusions and propositions assist in improving the investment climate. This gives the opportunity to increase the volume capital attracted to the region. During the last few years, the region’s share in the total volume of direct foreign investments attracted to the Ukrainian economy increased from 1 to 1.4%. Foreign investments are attracted to all areas and towns of regional subordination.
  4. The regional state administration constantly cooperates with the entrepreneurs’ unions to improve the investment climate by:
    • conducting the forum “Business and authorities are partners,” which examined improving the investment climate;
    • applying the principle of a single window for registration of necessary documents for conducting of entrepreneurial activities, for authorizations and reconciliations;
    • performing work related to the canceling of a number of regulatory acts, which do not assist in improving the entrepreneurial climate in the region;
    • creating an association on the issue of investments, which consists of representatives of the major investors of the region.
  5. A number of actions were performed in preparation of projects on land area allocation for the attraction of investments.
  6. The aid to the enterprises to attract foreign investments and consume production capacities was granted.
  7. The stimulation of potential partners under the condition of realizing priority investment projects in proper territories of region was performed.

Infrastructure

Transport thoroughfares.

The distance between Ivano-Frankovsk and Ukrainian entry points is 140 to 180 km.

The general length of railway system is 1,100 km. The region has 35 railway stations. The railway routes in six directions are concentrated in the region’s center. International trains running through the region are: Chernovtsy-Peremyshl, Saint-Petersburg-Sofia, and Moscow-Kiev-Sofia. The density of railway roads is 34.5 km per 1,000 sq. km.

The length of roads for general use is 4,162 km, including 731 km of the roads of national importance. Thirteen basic motor transport enterprises are located in the region; bus transport serves 849 routes, including 146 city routes, 463 local routes, 227 intercity routes and 13 international routes. Region has bus communication with a number of cities of Moldova, Poland, Slovakia, and Czech Republic.

An international airport in the region’s center executes a number of international flights. The runway, 2,500 m long, is functioning. The airport provides maintenance for the aircrafts of the following types: IL-62, TU-154, IL-76, Ŕ-320-200, Boeing-737, Boeing -767, YAK-42, TU-134 and others.

Means of communication.

112 automatic dial offices work in region towns and 347 in rural area. Their general fitted capacity is more than 256 ths. numbers. All modern types of communication are functioning.

Water supply and sewerage.

15 towns, 12 settlements, and 9 rural settlements are serviced through the water pipe. Accordingly, 15 towns, 9 settlements and 7 villages have sewerage systems.

23 public water supplies are exploited in towns and urban villages, which have 140 bore-holes, 2 filtration stations, 44 pumping stations of various capacity, 1,360 km of drainage and water pipe systems.

Total capacity of water pipes is 264.6 cu.m per day.

Drainage systems supply 24 centralized sewerage systems, which have on their balance 19 filtration facilities, 28 sewerage pumping stations, and 753.7 km of sewerage collectors and systems. Total capacity of filtration facilities is 219 ths. cu. m per day.

Gas supply.

Almost 393 ths. apartments in the state and housing collective fund are supplied with natural and liquefied gas, including 188 ths. apartments in towns and urban villages, and 205 ths. in rural areas.

15 towns, 21 urban villages, and 369 villages are supplied with natural gas.

Electricity supply.

All settlements of region are electrified.

As of January 1, 2005 the region had:

  • air-tracks of electricity transmissions 6-10 kilowatt - 7,643 km;
  • air-tracks of electricity transmissions 0,4 kilowatt - 14,875 km;
  • transformer substations - 10/0.4 kilowatt - 5,485 units.

Labor market demographic condition

Population quantity.

As of June 1, 2005 the region had 1,391,036 ths. habitants, including 590,688 people living in towns and 800,348 habitants of rural area.

Level of education.

Preschool establishments

280 preschool establishments are functioning in the region (880 groups – 18,845 children). Out of them, 272 are publicly owned, 6 departmental and 2 private.

Region has 23 boarding-schools, including 11 boarding-schools of general education, 11 special boarding-schools, and one orphanage of mixed type.

Secondary education

767 institutions of general education are functioning in the region, including:

  • 1-2 level – 275,
  • 1-3 level – 341,
  • gymnasiums – 14,
  • lyceums – 7,
  • educational complexes – 41,
  • specialized schools – 13.

199,506 pupils study in educational institutions.

Professional education

Nine institutions of higher education of 3-4 accreditation levels have more than 37,000 of students, and 23 institutions of higher education of 1-2 levels of accreditation have 20,000 people acquiring professional preparation in region.

15,000 students are studying at 5 institutions and on 9 faculties of the Pre-Carpathian National University named after Stefanik. Every eighth teacher of the Pre-Carpathian University is a doctor of science, and 75% of workers have degrees and titles. Teachers and students can use the scientific library, where a significant part of Ukrainian Diaspora publications is gathered (15,000 of copies).

Ivano-Frankovsk National Technical University of Petroleum and Gas is the only multi-profile teacher-scientific institution of higher education in Ukraine with a ˛V (highest) level of accreditation, which prepares specialists for petroleum-gas, transport, electronics and electricity supply areas. Scientists of the University are the co-authors of the national program “Petroleum and gas of Ukraine to 2010” and of the program “Mastering of carbohydrate resources of Ukrainian sector of Black and Azov seas.”

Ivano-Frankovsk medical academy is a leader among Ukrainian medical institutions of higher education in the quantity of defended masters and doctorate theses, at about one per worker. The institution has a license for teaching foreign students. The constant search for latest technologies of medical treatment is inherent to the Academy, as well as the active research work on new actual directions and maximum proximity to the practice of medical treatment.

Higher education institutions at all levels of accreditation prepare specialists for industry, building, agriculture, transport and communication, health protection, physical culture and sport, education, art, economics, and jurisprudence, as well as tourism.

About 11,500 students in 21 professional-technical educational institutions acquire professions for work in areas like such economy, industry (in particular, woodworking), agriculture, building, trade, service provision and others.

Companies with foreign investments

More than 300 enterprises with foreign investment capital are functioning in the region.

The joint venture "Tikaferlux" is a technological enterprise with the latest technology and a complete production cycle of fur processing. Their models are developed by European designers, who cooperate with the company’s partners like Rosenberg & Lenhart (Frankfurt-on-Main), a legislator of fur fashion in Europe. A wide spectrum of propositions, productive strategies for collaboration and mobile business-style make "Tikaferlux" the leader on the Ukrainian fur market.

Another enterprise with the foreign investments, the envelope factory "Couvert-Ukraine" – is the largest producer of envelopes in Ukraine. During one shift, about 500,000 envelopes and packets are produced, practically of all kinds and sizes. The enterprise has 4 branches and more than 10 representative offices in Ukraine. Their range of products constantly increases: more than 100 types of envelopes and packets, produced out of raw material of the highest quality are offered to the clients today.

The enterprise "Krono-Osmoloda" specializes in production of polished and laminated wood-shaving plates. Production is carried out on highly-technological equipment from the German firm "Siempelkamp," this allows for production of 500 cu. m of polished wood-shaving plates and 350 cu. m of laminated plates WSP within the range of 30 structural variants. The enterprise plans to increase its line capacity up to 1,100 cu. m WSP per day. Currently 320 job positions were created by the enterprise. In addition, a second line of lamination and power supply setting will be installed, which will work the waste from woodworking.

LLC "LC Interplit Nadvornaya" also successfully works on wood-shaving plates (WSP) and laminated plates. Foreign investments have allowed them to equip production with the latest automatic lines of the well-known German and Finnish firms. For now, the enterprise offers over 60 types of textures of wood types with smooth or stamped surfaces of plates. They are successfully used for production of working and facial furniture surfaces, shield furniture details, and can be used instead of natural lead.

LLC "Rosan-Agro" is a unique combination of modern stock-raising complex and a technological meat-processing enterprise. About 15,000 heads of pigs from elite meat breeds of western selection are located in the enterprise’s stock-raising complex. They are equipped with automated and computerized systems of feeding, animals identification, and with the system of microclimate management. The meat-processing complex produces a wide range of products: from raw meat and stuffing to exquisite delicacies.

Joint venture “Vinisin” is the only enterprise-producer in Ukraine of high-quality tafting coverage for floor, and also producer of textile polypropylene thread and polyvinyl-chloride linoleum. Capacities allow to produce per year:

  • 4 mn sq. m of textile tafting coverage;
  • 2 ths. tons of filament thread;
  • 5 mn sq. m of linoleum.

Characteristic features of region

The region’s area is 13.9 ths. sq. km. Ivano-Frankovsk region (Pre-Carpathian region) is located in the foothills of the Ukrainian Carpathians. Based on relief, the territory of region consists of three parts: Carpathians, Pre-Carpathians and Pre-Dnestr territory (plain). Carpathians, which cover almost the half of region, are divided into the following mountain-masses: Gorgani, Chornogora, Chivchini and mountains Grinyavi.

Ivano-Frankovsk region is rich in minerals and recreation resources. A tenth of all forest resources of Ukraine are located here.

Almost all agro-production groups of soils can be found in the region’s soil. The large masses of black earth, favorable for the development of agriculture, are located in the southeast of the region.

The region has 160 prospected deposits with 25 types of minerals, which can be attributed to the following groups:

  1. Fuel and energy raw material (petroleum, gas, brown coal, peat);
  2. Chemical raw material (stone and potassium salt, sulphur, phosphorite);
  3. Building materials (gypsum, marl, sandstone, gypsums, clay);
  4. Balneological resources (ozocerite, mineral water).

The total length of the region’s rivers is 1,554 km, 35% of them are mountain rivers, suitable for the development of water sports. The basic sources of the Dnestr and Prut are formed here. The longest river is Dnestr, its length within the bounds of region is 190 km. Prut, the second longest river, is the left influx to the Danube. Rivers of the region have significant reserves for hydro-energetic resources.

The Ukrainian Carpathians is a state area, which is rich in the mineral waters. Over 800 sources of all types of mineral waters are found here. The region is famous for its recreational resources.

About three thousand types of plant grow in the Carpathians, including more than two thousands flowering plants, 500 of them medicinal. The structure of the animal kingdom is the also rich and various. It consists of 400 types of animals.

The climate in the region is moderate-continental, damp, mainly with the warm summer and soft winter. Average monthly temperature in July is +18 degrees C in the flat area and +12-16 degrees in the mountains; in January, - 4 and - 6 degrees respectively. The annual quantity of precipitation is from 700 mm on the plain to 1,420 mm in mountains.

The region borders Lvov, Ternopol, Chernovtsy, and Zakarpatye regions of Ukraine and the Republic of Romania.
