Gas extraction industry

Gas reserves in Ukraine total almost 860 bn cu. m, but so far they play no role in the increase of domestic gas production in the country. Therefore, gas reserve prospecting is a strategic task for the country’s gas industry. Gas prospecting and exploratory drilling is forecast at 450-500 ths. cu. m per year, an almost 2.5 times increase over 2004 figures. Once the annual growth of gas reserves reaches 45 bn cu. m in the forecast period, the explored gas reserves may be augmented by more than 1,020 bn cu. m.

The rational use of available and explored gas reserves, reaching forecast volumes of geological prospecting, and accomplishing of forecast growth of the reserves will back an annual stable increase in Ukraine’s gas production from 20 bn cu. m (2004) to 28-29 bn cu. m (2030). It will be reached by almost doubling the commissioning of new gas deposits and intensifying the production and improvement of exploring systems at working deposits by 7-10%.

Gas production in the Ukrainian sectors of the Black and Azov seas are slated to grow a outstanding tempos, with a 35% rise in gross production of gas in Ukraine by 2030.

Given the size of the available resource base and projected reserves versus gas production increases, stable development in it can be expected for roughly 90 years.

By 2010, the volume of prospecting drilling in the industry is forecast to rise to 185 ths. m per annum, which is nearly 6 times higher than the 2004 figure. Under these terms the explored oil and condensed gas reserves may grow from 63 mn tons of oil to 150 mn tons by 2030.

The top priorities in solving the problems of the oil extraction industry are:

  • developing the legislation and procedures for issuing individual licenses for the prospecting for and exploring of gas deposits;
  • simplifying the procedure to allot land for constructing oil and gas wells and downstream infrastructure;
  • completion of the delimitation of borders with Russia and Romania in the Black and Azov seas;
  • refinement of shelf exploring programs for the Black and Azov seas; and
  • drafting the legislation and procedures aimed at stimulating the wide application of knowledge-intensive and high-cost technologies for more intensive hydrocarbon production.
